This is an important excerpt of a conversation between Nagel and Tomi McLean. In this conversation they discuss the fact that Rathdrum Police drive along county roads (outside of city jurisdiction). These county roads are admittedly "routine patrolled" as part of an officer's shift. These roads are not to be patrolled by municipal police and there is no way to return the money to the tax payers for it. When Tomi uses the word "crime", she includes absolutely anything that her officers might stop a vehicle for. That, and or any such routine patrol is against Idaho State Law I.C. 67-2337(3)
